A lot depends on your processor, RAM, and graphics card. If they are not powerful enough, the quality of the simulation will suffer. You can also adjust the effects and graphics details down to improve frame rate.

FS2004 or FSX.

FS2004 has higher frame rates than FSX and so if you have a weaker PC then go for 2004.
FSX is the newest version of the flight sim and i highly recommend it.
